A number of instructions from the Federal Penitentiary Service of Russia administration and the Chief State Sanitary Doctor of the Federal Penitentiary Service of Russia decisions on organizing a complex of sanitary and anti-epidemic measures were sent to the territorial bodies in order to prevent the occurrence and spread of the COVID-19 among the detainees and the staff of the penal system.

On this day, there are no registered cases of new coronavirus infection in the Federal Penitentiary Service of Russia facilities. Meanwhile, the current situation dictates the need for additional anti-epidemic measures to be taken. In this regard, according to the instructions of the Government of the Russian Federation, the administration of the Federal Penitentiary Service of Russia established the Operational headquarters of the Federal Penitentiary Service of Russia to coordinate the activities of all units of the penal system.

In order to counteract the spread of COVID-19, the heads of territorial bodies were instructed to establish the similar structures in all regions. Their main tasks are detection, prevention of infection and the creation of all necessary conditions to ensure the treatment, disinfection, routing and placement of patients and contact persons. Also, heads of territorial bodies are to organize interagency cooperation and interaction with operational headquarters in the constituent entities of the Russian Federation on the implementation of preventive measures.

In accordance with the instructions of the Federal Penitentiary Service of Russia administration, sentinel posts have been organized in all facilities to identify patients with respiratory symptoms. At all facilities of the penal system, including reception rooms, prefabricated departments, canteens, vehicles, cells, squads, etc.), additional disinfection measures are carried out using modern special equipment and bactericidal irradiators (recirculators). Medical workers are increasing the number of cell’s inspections and examinations of all citizens held in prisons. The health monitoring of chronic patients has been strengthened.

The heads of the medical units of the Federal Penitentiary Service of Russia have been instructed to ensure in the facilities a stock of medicines recommended for use in relation to viral infections and their complications, disinfectants, non-contact thermometers, and personal protective equipment.

Restrictive (quarantine) measures have been introduced in orphanages operating at women's correctional facilities. At the same time, mothers and their breast-fed children will stay together.

Particular attention in all divisions of the penal system of Russia is given to health education. During the period of restrictive measures, all public, business, sport, and cultural events were canceled. Some of them will be held in videoconferencing format, allowing the holding only extremely important and urgent events.

Strict medical control is organized over the employees of the Federal Penitentiary Service of Russia.

The Federal Penitentiary Service has organized round-the-clock monitoring and control over the epidemiological situation in the institutions and territorial bodies of the Federal Penitentiary Service of Russia.
